Based on the China Insurance Industry Development Report 2023, China’s property insurance market generated total premium income of CNY1,271.2 billion in 2022, up 8.92% from the previous year. The rebound was led by motor vehicle, agricultural and liability insurance and reflected both economic recovery and changing demand across insurance lines.
The Main Insurance Lines
Five lines - motor vehicle, agricultural, liability, enterprise property and guarantee insurance - accounted for 91.9% of total premium income. Motor vehicle insurance remained the market leader with CNY821.0 billion of premiums and 5.63% year-on-year growth. Agricultural insurance reached CNY121.935 billion and grew 24.95%, while liability insurance generated CNY114.75 billion and grew 12.67%. Commercial property insurance rose 6.47% to CNY55.338 billion, and guarantee insurance reached CNY55.173 billion, up 5.86%.
Home insurance recorded particularly rapid growth of 67.22% in 2022, while engineering insurance grew by a more modest 1.00%. Other lines - including credit, cargo, hull and machinery and special risks - also contributed to the market’s diversification.
Market Concentration and Leading Insurers
People’s Insurance Company of China, Ping An Property & Casualty and China Pacific Insurance together held 64.28% of the property insurance market in 2022. Their scale, distribution networks and established customer relationships continue to give the largest players a strong position, even as specialist lines and new competitors expand.
Underwriting Returned to Profit
The property insurance sector recorded an underwriting profit of CNY12.55 billion in 2022, reversing the CNY13.974 billion underwriting loss in 2021. Motor and agricultural insurance were the main profit drivers and together represented roughly three quarters of total underwriting profit. Liability and guarantee insurance, by contrast, continued to record underwriting losses, highlighting the need for disciplined risk selection and pricing.
Foreign Brokers Expand Their Presence
Regulatory changes have created more room for foreign insurance brokers in China. Recent developments include Gallagher Insurance Brokers (Hong Kong) Limited acquiring Beijing Nongxin Insurance Brokerage, approvals for BMW (China) Insurance Brokerage and ERGO FESCO Broker Company Limited in 2023, and Mercer Management Consulting taking full ownership of Shanghai Mercer Insurance Brokerage in 2024. Greater foreign participation introduces additional competition, international expertise and new service models.
Outlook
China’s property insurance market entered 2022 with stronger premium growth and restored underwriting profitability, but performance remained uneven across lines. Digital transformation, specialised risk products, urbanisation and continued foreign investment create opportunities, while underwriting losses in selected classes and an evolving regulatory framework remain challenges. The direction of travel is toward a broader, more competitive and more technically sophisticated property insurance market.
